Governor Patrick signs the Anti-Shackling Bill on Thursday, May 15th. 

On Thursday, I was sitting in a café across from the State House, waiting for my meeting with my supervisor from NARAL to arrive. She had pushed our meeting up early because she was heading over to the signing of “An Act to prevent shackling and promote safe pregnancies for female inmates,” or the Anti-Shackling Bill, at 2:00pm that day. Pushed through at the tail end of the legislative cycle, the Anti-Shackling Bill was a great achievement for NARAL and Chelsea was thrilled that the Governor was holding a public signing of the Bill.
